The Partnership offers a preferred provider organization (PPO) plan with a fully integrated health reimbursement account (HRA) through BlueCross BlueShield of North Carolina (BCBSNC). The Blue Options PPO plan offers the highest level of convenience and coverage.
As a member of the Blue Options plan, you enjoy quality health care from a network of health care providers and easy access to specialists. You also have the freedom to choose health care providers who do not participate in the Blue Options network – the main difference will be the cost to you.
Benefits are available for services from an IN- or OUT-OF-NETWORK PROVIDER that is recognized by BCBSNC as eligible.

The Partnership’s medical care plan covers both pharmacy and behavioral health benefits. It will also cover pre-existing conditions for covered services.
Important Updates to Your Health Coverage
- At-home COVID-19 test kits are covered under your Blue Options prescription benefit when an approved test kit is purchased. Approved test kits are FDA-approved or have emergency authorization. Blue Options members may receive up to 8 FDA-approved tests every 30 days at no charge when these tests are purchased at a participating retail pharmacy or ordered through the mail order benefit. When you purchase approved test kits at a retail location, present your Blue Options member ID card at the pharmacy counter in order to have the kits covered through insurance. Visit the Blue Cross COVID-19 Testing web page for more information about using your insurance for test kits including reimbursements for out-of-network pharmacies.
- Individuals may also order FDA-approved at-home COVID-19 test kits through the site www.COVIDTESTS.gov and search for vaccine location sites by zip code here.
- Effective January 1, 2023, members will have access to 77 additional telehealth services, compared to the pre-pandemic telehealth services. For more information on telehealth services, log in to your member account at www.blueconnectnc.com or call the number on the back of your member ID card.

Enrolling/Making Changes
Employees have 30 days from the date of a qualifying life event or 90 days after their hire date to enroll or make changes to their health, dental, vision, and flexible spending accounts. The plan will also have an annual open enrollment period in April. To enroll or make changes, complete an enrollment form and return to HR.
Mail Order Drug Program
The Partnership’s health plan offers a mail order pharmacy benefit that allows you to order new prescriptions and refill medications on the web and have them mailed directly to you.
